Web hosting with php.ini and MySQL remote access?

I am looking for a shared hosting company that will give us access to the php.ini file and also allow MySQL remote access. Great service and other features are important too, but I am having a hard time finding a company that allows both?
I have found companies that do allow .ini changes so I know it’s possible. I just want to find a good company that does both.
