How to change the eye color of an anime without using paint?

I wanted to change her eye color to green, but I dont want to use paint since it doesnt look profesional and Ive tried flash its very similar to paint. Does anyone have a good program I know its possible because this girl on myspace know how to do it but I dont know her so I cant really ask.

Photoshop it or use a freeware like Gimpshop. Marquee tool those eyes and adjust the hue!

ok , so you may want to try Gimp,
open image select eye area with lasso tool and change hue/ saturation , or create new layer and mask area then fill color with green, example;
in gimp: menu ▼layers►colors/ hue-saturation
and tools▼ color tolols► hue-saturation
